Combine all ingredients except seltzer into a small 8 oz zip-top plastic bag.
Shake gently to mix.
Lay flat in freezer for 6-8 hours until frozen.
When ready to serve gently crush bag contents until a slush.
Open bag and pour in the spiked seltzer.
Drop in watermelon and cucumber garnish and serve with a straw.
